Receiving Payments

Notification Option for e-QuickPay Cardholders

 

Parents and caretakers now have the option to receive e-mail communication or a telephone call when funds have been credited to their e-QuickPay cards. Customers can register for this service—and choose which option they would like (a phone call or an e-mail)—by calling 1-800-503-1283 and speaking with a customer service representative. They also can log into their accounts at www.e-quickpay.com and sign up there.

There is no charge for the service, and customers can opt out at any time. Calls and e-mails will be made between the hours of 9 a.m. and 8 p.m. Please note that the telephone notifications will not mention the amounts of the deposits, as this would be a security risk.  Deposit amounts will be included with the e-mail notifications.

Cardholders with questions can call 1-800-503-1283 and speak with a customer service representative.

 

Should I Choose Direct Deposit or Ohio e-QuickPay Debit Mastercard Card?

Direct Deposit

Payments are deposited in your bank account

  • No trips to the bank and no check cashing fees

  • Your payments are automatically issued to your bank the following business day after the State receives payment for your case (Note: The financial institute has up to three days to post the payment to your bank account)

  • You have a record of your payment as a deposit on your bank statement


Ohio e-QuickPay Debit Mastercard Card

Payments are loaded onto your debit card

  • No personal bank account required to participate

  • If you have more than one case, funds are loaded for all cases to one card

  • Payments processed by SETS on Monday night will be loaded onto your card by midnight Tuesday

  • Payments processed by SETS on Friday night will be loaded on your card by midnight Monday

  • Ohio e-QuickPay Debit MasterCard card is accepted at millions of locations worldwide that accept MasterCard®

  • Access to cash at over 892,000 ATMs

  • Use your Ohio e-QuickPay Debit MasterCard card for all your purchases as long as you have a balance on your card

Using the e-QuickPay Debit Mastercard

Card Activation

  • A sticker is provided on the card with instructions to activate and set your four digit PIN

  • Activate the card by calling e-QuickPay customer service at 1-800-503-1283


Securing the Card

  • Money may already be loaded on your card when you receive it. Do not throw it away or return it

  • Paper checks will cease soon after enrollment whether the card has been activated or not

  • You must have the card to access funds

  • You will need to request a replacement if it is destroyed or lost

  • e-QuickPay Card Security


To Make a Purchase

  • Present your card when paying. The money is automatically deducted from your balance

  • This is not a credit card so your purchase or transaction may not exceed the current balance on your card


To Get Cash

From a Bank Teller

  • Give your card to a teller at a bank displaying the MasterCard® logo

  • There is no charge to you to get cash at a bank displaying the MasterCard brand mark unless they also charge their regular customer base - most banks do not

Cash Back With Purchase

  • Many retailers that accept MasterCard® and Maestro®, particularly grocery stores, will give you cash back with no fee when you make a purchase with a debit card and use your PIN


ATMs

  • You can use any ATM that displays the MasterCard®, Maestro® or Cirrus® logo

  • There is a $.75 transaction fee for all ATM withdrawals

  • There is a $.40 transaction fee for all ATM balance inquiries

  • Some ATMs also surcharge their clients. This is a fee over and above the transaction fee

  • Ohio e-QuickPay Debit MasterCard cardholders can use Fifth Third Bank ATMs without a surcharge. The $.75 withdrawal transaction fee and $.40 balance inquiry fee will be charged


Returning Items

  • Purchased items may be returned that have been purchased with your card but the credit may take several days to post back to your card

  • Cash refunds for returned purchases may not be available to you directly


Transaction Register

  • Track your debit card account balance by using the transaction register.

Lost or Stolen Card

  • If you have lost your card or believe it is stolen, contact customer service at 1-800-503-1283

  • You may be held responsible for the first $50.00 of fraudulent charges to your card

  • You are allowed one free replacement card per year - a $5.00 replacement fee will be charged for every replacement card thereafter

  • $15.00 charge for expedited delivery of card if requested by client

  • The card replacement fees are deducted from your e-QuickPay


e-QuickPay Debit Card Transaction Disputes

  • All card disputes must be referred to Card Services 1-800-503-1283.

  • MasterCard requires all transaction disputes be resolved within 45 days of being reported. The clock starts when the card holder contacts card services.

  • A dispute packet is issued to the card holder.

  • The county Child Support Office or Ohio CSPC can not resolve card transaction disputes.

Important Information

Name and Address Changes

To report a NAME CHANGE you must first send it in writing to your County Child Support Agency. If you are an e-QuickPay cardholder, once your name change has been updated at Child Support, contact Child Support Payment Central (CSPC) Customer Support at 1-888-965-2676.

They will take your information and transfer you to EPPIC Customer Support so you can be issued a new card.

You will no longer be able to access your child support funds once the new card is issued until you receive and activate your new card.

You may want to retrieve your funds before calling CSPC Customer Support.

Keep your ADDRESS updated by contacting the local Child Support Enforcement Agency (CSEA) and e-QuickPay customer service at 1-800-503-1283. You will miss out on receiving e-QuickPay mailings and reissued cards by not keeping your address up-to-date.

Internet Payment Status & Interactive Voice Response System

Office of Child Support (OCS) has an Internet link for child support customers to view case and order, payment and balance information.

This Payment Status link is available to both payees and payers and includes the following information:

  • Last Payment and date processed
  • Current Balances
  • Arrearage Balance
  • Total Balance

This Payment Status site provides the same information that is presented on the IVR and is updated at the same time.

This is a secure website. First time users are prompted to enter a temporary PIN, which is the last 4 digits of your Social Security Number followed by the letters KIDS.

Example: 1234KIDS. The system will then prompt you to immediately create your personalized PIN for future use.

The site will also have a section on how to reset your PIN, which will be handled by the OCS PIN Reset Center staff.
