A Change for New Orders Established or Existing Orders Modified

In compliance with the new federal regulations,  Ohio laws regarding medical support (ORC 3119.29 & following)  have changed. The Ohio Revised Code continues to require that all child support orders require the obligor  and/or obligee to purchase  private health insurance coverage if it  is reasonable in cost, and adds the requirement that the  non-custodial parent pay a cash medical support payment during any period when the child is not covered by private health insurance.  

If the child or children are not currently enrolled in health insurance coverage,  there will be a cash medical support payment in addition to the child support payment. In other words,  the child support payment  will be either:

 

1. A child support payment amount when health insurance is provided

OR 

2. A child support payment amount when health insurance is not  provided and a cash medical support payment.

This does not apply to existing cases; only new orders or orders that are modified.

Each year, this office receives notice of the death of one or more parents of the children in our cases.  Many times, this notice comes to us urgently because the father-child relationship has not been established.  The result of this unfortunate circumstance is that children have no legal connection to their father, paternal grandparents and other extended family members.  Also, they are left with little or no opportunity to obtain important medical information and may not have access to inheritance or government benefits such as social security, insurance or veterans benefits.  The children find themselves enduring limited resources and often living in poverty.

Act today to give your child a better chance for emotional and financial well-being.  Contact our office to establish paternity.  Don’t take the risk that your child may someday be asking why you failed to protect his or her rights!   This service is available to you at no cost and could make a world of difference to your child.

 

Address Change Information

Even though you may receive your support payments via direct deposit or the Ohio e-Quick Pay debit card, you still need to keep your address updated with the agency to ensure continued receipt of important legal documents and/or case status information.

You can report changes in your ADDRESS by contacting us at (513)732-7248 or sending us an email by clicking on ClermontSupportsKids@odjfs.state.oh.us. If you know your investigator's name, you can e-mail him/her directly. See the "Contact Us/Directions" tab for a staff directory.

Eligibility screening and application completion ability:  Food Assistance Program, Health Care Programs for Families & Children, The Home Energy Assistance Program HEAP, Child care assistance, Free and Reduced Price Lunch Program for school children, Ohio’s Best Rx, The Golden Buckeye Program, Medicare Part D and the Low Income Subsidy.

Effective 03/08 through 12/08 the Better Housing League of Cincinnati has received short term funding (partially through Consumer Credit Counseling, PNC Bank, Spirit of America National Bank and Huntington National Bank) to provide pre-foreclosure counseling to the citizens of Clermont County. To ensure the confidentiality of your case information Clermont County Child Support has discontinued relaying payment and balance information via the telephone.  To check for payments or balances call 1-800-860-2555 or the TDD (Telecommunications Device for the Deaf) is 1-866-500-3784 or click on the Internet Payment Status website www.jfs.ohio.gov/ocs.  A PIN (Personal identification number) is necessary to access information on either system.  Click here for more information about your PIN.

Settlements and Support

Many times, it is the unexpected call that leads to a large child support collection.
An obligor can find himself or herself in a fender bender or a work related accident. This information can prove useful to the Child Support Enforcement Agency when a person who pays child support falls behind in making payments. Click here for related story* The legal staff of the CSEA needs to be informed of these incidents so that efforts can be made to either intervene in legal actions or contact can be made with the appropriate individuals in order to seek an assignment of benefits/proceeds. Please notify your caseworker if you learn that a person who pays child support is in a situation where a lump sum proceed may become available to him through a work related injury or other situation in which a law suit may be or has been filed. Information that a person may be an heir to an estate can also be relevant and lead to possible child support collections.
